Lilia Cavallari is the newly appointed Chair of the EU IFI Network

Lilia Cavallari, Chair of the Italian Parliamentary Budget Office, was appointed as the new chair of the Network of EU Independent Fiscal Institutions during the Network’s meeting in Berlin, on 13 June 2024. She will replace Richard van Zwol, who chaired the Network for the past three years.
Prof. Cavallari, who will be the first woman to chair to the Network, holds a PhD from the University of Rome “La Sapienza”. She is an economist with a longstanding career in research and academia. Her interests focus primarily on international macroeconomics, interdependence mechanisms in the global economy, and the transmission of monetary and fiscal policies.
She joins the leadership of the Network with the aim of improving participation and collaboration between IFIs particularly with regards to the implementation of the new European fiscal rules.
“The new EU governance framework steers fiscal surveillance towards a medium-term focus on growth and sustainability. The role of independent fiscal institutions in this context is key for ensuring transparency, credibility and reliability of budgetary planning. As Chair, I will continue to foster collaboration among all the members of the Network, supporting the exchange of ideas, knowledge and expertise”, stated Ms Cavallari.
Esther Gordo Mora, from the Spanish Independent Authority for Fiscal Responsibility, and Sebastian-Bogdan Căpraru, from the Romanian Fiscal Council, will continue to act as Vice-Chairs of the Network, and support Lilia Cavallari in her work.
The Network also wants to thank Richard van Zwol for his work as chair of the Network in the last three years, when he guided the Network towards meaningful progress, always showing a great ability to build consensus in very difficult times stemming from the COVID-19 pandemic and the Russian invasion of Ukraine.
